Example: 28.0% THCA with 0.22% delta-9 is 24.78% total THC. That is about 83 times the 0.3% total-THC line that applies from December 11.
Log 2026-10-03: mailing and the December 11 change
As of October 3, 2026, USPS allows hemp-based products in domestic mail when THC is 0.3% or less and the sender follows federal and state hemp law (USPS Postal Bulletin, Publication 52 section 453.37). Today that 0.3% figure is read as delta-9 THC, the current federal test in 7 U.S.C. 1639o.
On December 11, 2026, the federal test becomes total THC including THCA. That change comes from Section 781 of P.L. 119-37, with the date set by H.R. 6500. From then on, high-THCA Ice Cream Cake is not hemp under federal law, and it no longer qualifies to be mailed as hemp. The licensed-dispensary lane is not affected: in states with adult-use or medical programs, licensed stores keep selling Ice Cream Cake under state law, for pickup or licensed delivery inside the state.
Before December 11, mail is still only half the question. State law decides whether a hemp-lane sale is lawful at the delivery address, and several states, including California and Texas, have already closed that lane for flower.
